8	Pre-qualification Criteria	The Bidder should be a private / public limited company or partnership firm (including LLP) or expert institution or proprietorship firm and should be in existence in India for a minimum period of five years as on the Bid Due Date. Individuals are not eligible to participate in this RFP.
		The Minimum Average Annual Turnover for the Bidder from Consultancy Services in the last 3 years (2017-18, 2018-19, 2019-20 or 2018-19, 2019-20, 2020-21) should be INR 2.00 crore (Rupees Two Crores only).
		The Bidder should have successfully completed / substantially completed (80% and above), in the last 05 years (as on bid due date), in India, at least 2 (Two) Projects towards providing Architectural cum Consultancy Services (including planning, detailed designing, tendering, towards selection of Contractor) for projects specific to tourism infrastructure development for Government clients with a minimum cost of each Project being at least Rs. 15.00 Cr.
		The Bidder should not be blacklisted by any Government Department, Organization, Corporation, or any other body.
		Bids qualifying as per the PQ Criteria, given above, will be eligible for the next stage of evaluation, that is Stage 3: Technical Bid Evaluation
	Stage 3: Technical Bid Evaluation:	The Authority will carry out evaluation of Technical Bids, based on the point / marks system as specified in the Table below. Each pre-qualified bid shall be attributed a Technical Score. The Bidders are also required to give a presentation detailing various aspect as per the details included in the Table below. Marks out of 100 shall be awarded as per the Technical Bid Evaluation and the presentation before the Evaluation Committee. Bidder scoring at least 65% marks shall be the “Technically Eligible Bidder” and would be eligible for Financial Evaluation.

4	Qualification and Competence of the Key Personnel for this assignment 1. Team Leader (max marks:10) 2. Conservation Architect (max marks: 5) 3. Civil Engineer cum Project Manager (max marks:5) The number of points to be assigned to each of the key professional positions shall be determined considering the following three sub criteria and relevant percentage: 1. General Qualifications - 30% (Professional / Education Qualification - 20%, Years with the Bidding Party - 10%) 2. Length and Relevance of Experience - 70%	20 marks

Team Leader	Minimum 15 years - Shall have Masters’ degree in Architecture from an accredited college or University
Conservation Architect	Minimum 10 years - Shall have Masters’ degree in Conservation from an accredited college or University
Civil Engineer cum Project Manager	Graduate in Civil Engineering from an accredited College or University. Shall have experience in developing and managing geospatial data with knowledge of GIS software tools like ArcMap, ERDAS etc.
Key Technical Support Staff	As required and relevant (to be proposed by the Bidder) In addition to above Key Personnel, the Bidder is required to deploy adequate number of Supporting technical staff. Architect / Urban Designers, Urban Planner, Transport Planners), Finance Analyst, GIS Expert).
